Addiction Services
Independent Management Services provides a range of outpatient addiction services, including substance use assessments, individual counseling, and group counseling. Services are delivered by a team of Licensed Alcohol and Drug Counselors (LADCs) and Certified Peer Recovery Specialists (CPRS) who bring both professional expertise and lived experience to the recovery process. IMS Addiction Services are fully licensed by the Minnesota Department of Human Services (DHS) at both our Albert Lea and Austin locations.

What is a Substance Use Disorder (SUD)?
A Substance Use Disorder (SUD) is a treatable mental health condition that changes how the brain works and affects behavior, making it hard to control the use of substances like alcohol, medications, or drugs — whether legal or illegal.
What is a Rule 25 Assessment?
A Rule 25 Assessment is a chemical health evaluation completed by a licensed alcohol and drug counselor (CD Assessor). The assessor creates a summary and treatment plan based on the individual’s needs. This assessment is valid for 45 days. The Rule 25, also known as a Chemical Dependency (CD) Assessment, looks at:
- Acute intoxication/withdrawal potential
- Biomedical complications and conditions
- Emotional, cognitive, behavioral conditions and complications
- Readiness for change
- Relapse, continued use, and continued problem potential
- Recovery environment
- Client choices and exceptions
- Criteria for diagnosis
- Collateral contact summary
What are signs of substance abuse?
Signs of a substance use problems may include:
Driving under the influence (DUI/DWI)
Increasing use of alcohol or drugs
Being secretive or withdrawn about drinking or drug use
Difficulty managing responsibilities at home, work, or school
Spending more time with friends who use substances than with family
Financial problems, such as borrowing money or accumulating credit card debt
Legal trouble related to alcohol or drug use
